Personnel from the freight forwarders, airlines, ground handling agents, helicopter operators, postal operators involved in the processing or accepting general cargo or mail that are not Dangerous Goods.
After completion of this course, you will be able to:
- Understand the national and international legal framework on the air transport of Dangerous Goods
- Understand the specific responsibilities of the shipper and operator.
- Know how to detect hidden/undeclared Dangerous Goods based on the markings and labellings on a package containing general cargo and the description on the cargo document including invoice, packing list and air waybill.

DGR Aviation Training/Exercise Workbook and the UAE Civil Aviation Regulations (CAR) Part VI Transport of Dangerous Goods by Air
Simulation exercises and case studies on various types of Dangerous Goods found undeclared in general cargo. These exercises will progressively increase participant’sknowledge and skills on how to detect undeclared Dangerous Goods from entering the system.
Final assessment (theory and practical) on the last day of class to assess participants’ knowledge, skills, and attitude on the application of these regulations.
- A Certificate will be issued upon the successful completion of the course.
- Certificate is valid for two years.

That typically means acceptance and cargo terminal staff at freight forwarders, airlines, ground handling agents, helicopter operators and postal operators who handle consignments that are not dangerous goods.
Because undeclared and hidden dangerous goods enter the system through general cargo, not through declared DG channels. Staff accepting general cargo are the control point. The course teaches them to read markings, labels, invoices, packing lists and air waybill descriptions to spot items that dangerous goods that should have been declared.
Initial training runs 1 day. (7 hours). Recurrent training runs for 5 hours only. Sessions are delivered at the DGR Aviation training centre in Port Saeed, Dubai, and can also be arranged in-house at your cargo facility.
4.1.C is for staff handling general cargo and mail that is not dangerous goods, and focuses on detecting hidden and undeclared items. 4.1.D is for staff who process and accept declared dangerous goods consignments, and covers classification, packing, marking, labelling and documentation in full. The two roles need different certificates.
The purpose and legal framework behind the regulations, applicability and training requirements, and hidden and undeclared dangerous goods. The emphasis is practical detection: recognising indicator words in shipment descriptions, spotting suspect markings and labels, and knowing what to do when a consignment does not match its paperwork.
Yes. A final theory and practical assessment will be given at the end of the training. Before that, participants work through simulation exercises and case studies based on dangerous goods found undeclared inside general cargo, so the assessment reflects situations they will actually meet at the acceptance counter.
A certificate is issued on successful completion and is valid for two years. Book recurrent training
(5 hrs) before expiry date so the certification does not lapse between audits.
The DGR Aviation training and exercise workbook are provided for the duration of the training.
